Roadster tank?

In 1896, this invention conceived by Mr. Pennington was called the latest implement of war in a December issue of Scientific American Supplement:

One can readily imagine what would be the effect if say fifty or a hundred of these engines of war were taken and charged into a large body of troops, or run through a city at a high rate of speed, firing their deadly missiles on to the inhabitants as they rushed through. We are informed that several governments are now negotiating with Mr. Pennington for these machines, and the outlook for their future appears to be very bright.

Well, maybe. But, as far as I know, tanks equipped with at least some protection from the elements (not to mention enemy fire) also have been on the rise of late.
